2.1 · Matters launcher Phase 4A

The only list-style screen; everything past it is workspace. READ-P3 listMatters/createMatter exist. Per-matter roll-ups (docs/questions counts) need server-computed aggregates API-NEW.

4A entry point. Create or open a matter, then enter the workspace. The command palette (⌘K) is not in 4A — it is removed here. The “Client-ready” matter state belongs to the 4C preview export gate and is shown only as a read-only status, never an action.
