Claim / supports / warnings / authority_status are real Phase 3 reads READ-P3.
Binding them to a selected cell (not a typed query) is a rewrite of the query-centric panel
API-NEW. Raw quoted text comes through a secure, bounded, audited support-preview
endpoint (addendum §2) API-NEW — not from list responses. Cell actions fan out
to the cell’s unresolved claims (addendum §4).

accept / reject / challenge. Writes use optimistic concurrency — each carries the cell’s
version; a stale version is rejected and the reviewer is prompted to reload (see System states).
